“The rain continues to fall. The river rises by about 10-20 centimeters every half hour,” he explained.
The Viana do Castelo region is today on the most severe red alert due to forecasts of persistent and sometimes heavy rain, according to the Portuguese Institute of the Sea and Atmosphere.(IPMA).
